With the rise in heroin and other opioid use, grandparents and other relatives are increasingly stepping in to care for children whose parents cannot. Recognizing this trend, Congress has been considering legislation to support evidence-based services to help grandfamilies care for children and keep them out of foster care. Services may include kinship navigators programs, counseling and other mental health supports, substance abuse prevention and treatment, and in-home services.
